A. Background & Context
Liberia possesses a profoundly youthful demographic profile, with approximately 75% of its population under the age of 35.
This demographic reality underscores that the trajectory of Liberia’s economic stability, democratic governance, and social cohesion is intrinsically linked to the empowerment of its young people.
Despite their immense potential as active agents of national transformation, Liberian youth face persistent and systemic socioeconomic barriers. The sector is heavily impacted by:
High rates of youth unemployment and underemployment
Limited access to quality Technical and Vocational Education and Training (TVET)
Gender disparities
Drug and substance abuse
Vulnerabilities surrounding sexual and reproductive health and rights (SRHR), including high rates of adolescent pregnancy
To constructively optimize transformational change, the Government of Liberia, through the Ministry of Youth and Sports, launched the National Youth Policy and Action Plan (2025–2029) and its Five-Year Strategic Plan (2025–2030) in October 2025.
These frameworks align with the national ARREST Agenda for Inclusive Development and the United Nations Sustainable Development Goals (SDGs), focusing on youth-led innovation, economic inclusion, and social reintegration.
Historically, youth-focused interventions in Liberia have suffered from weak inter-agency collaboration, resulting in programmatic fragmentation, inefficiencies, and the duplication of efforts. Recognizing that a unified, data-driven approach is critical, the United Nations system, through the United Nations Population Fund (UNFPA), is providing dedicated technical and financial assistance to strengthen the institutional and coordination capacity of the Ministry of Youth and Sports.
As a core component of this UN-backed sectoral reinforcement, the Ministry is recruiting a qualified National Coordinator. This role is designed to serve as the structural anchor that bridges government strategies with international donor interventions, driving a fully harmonized, accountable, and localized youth development agenda across Liberia’s 15 counties.
